New Developments on Disability Rights and Anti-Poverty Measures in the European Union

HRRC applauds the European Union’s ongoing efforts to support the rights of persons with disabilities and to continuously work towards the alleviation and eventual eradication of poverty.

The European Commission has introduced a bold new social package designed to support persons with disabilities and combat poverty across the European Union (EU). This package includes the EU Anti-Poverty Strategy, a proposal for a Council Recommendation on fighting housing exclusion, a Communication on breaking the cycle of child poverty, and a Communication on enhancing the rights of the persons with disabilities up to 2030.


The proposed anti-poverty measures include securing quality jobs for all, ensuring effective access to quality services and adequate income support, and improving coordination in anti-poverty efforts. The measures also aim to secure families’ access to quality jobs, childcare, and strong social safety nets. In addition, the strategy focuses on ensuring that all vulnerable children have access to services they need to reach their full potential, especially in the digital sphere. Other initiatives include boosting investment in children, providing stable housing solutions for homeless people, and expanding access to social and affordable housing through public investment.


The enhanced version of the Strategy for the Rights of Persons with Disabilities 2021-2030, which will be titled Enhancing the Strategy for the Rights of Persons with Disabilities up to 2030, includes the rollout of the European Disability Card and the European Parking Card for Persons with Disabilities. It also proposes launching an EU Alliance to support the creation of independent living centers funded by the EU, as well as strengthening disability inclusion through external action and funding initiatives, including in Ukraine.


These anti-poverty measures build upon the strategic objectives established in the European Pillar of Social Rights Action Plan, which aims to eradicate poverty by 2050. The plan places particular emphasis on breaking the cycle of poverty at all stages of life, as well as focusing on supporting children and addressing unemployment and housing insecurity.

  • Alleviate To make a problem, such as financial hardship or social exclusion, less severe or more bearable. 

  • Child poverty cycle A phenomenon where children born into low-income households lack the resources required to escape poverty as adults.

  • Eradication: The complete and permanent reduction to zero of the worldwide incidence of an infection caused by a specific agent. 

  • European Commission: The executive branch of the European Union.

  • European Union: A unique economic and political union between 27 European countries.

  • Housing Within the "Social Package," this refers to the provision of stable, affordable, and accessible living arrangements.

  • Income support Direct financial assistance provided by the state to individuals or families whose earnings fall below a defined poverty threshold.

  • Independent living A philosophy and policy objective ensuring that persons with disabilities have the same choice, control, and freedom as others. 

  • Public investment The allocation of government funds toward infrastructure and services. 

  • Safenets (Social Safety Nets) A collection of services and transfer programs provided by the state to prevent citizens from falling below a certain level of poverty. 

  • Social package A comprehensive set of legislative proposals and policy initiatives. 

  • Vulnerable children Minors who face a higher risk of poverty or social exclusion due to specific circumstances.
