Cognitive Integration on the Battlefield: Can the Human Brain Survive Emerging Neuro-Warfare?

Introduction
Traditionally accepted domains of military strategy — namely air, land, sea, space, and cyber — have been joined by a new domain: the human brain. Popularly recognized as a form of ‘cognitive warfare’, the term’s definition varies widely, which is pivotal to the context in which it is used, as there is no consensus on its meaning. NATO’s Research, for example, in reporting its cognizance of the term explains that “its very essence is to seize control of human beings (civilian as well as military), organisations, nations, but also of ideas, psychology, especially behavioural, thoughts, as well as the environment.” The Russian understanding of cognitive warfare is significantly linked to the notions of ‘Reflective Control Doctrine’. Chinese military strategists take it a notch further by aiming to conduct ideological penetration to deconstruct troop morale by achieving ‘mind superiority’.
While the academic discourse is plentiful, the scope of this article confines itself to taking cognitive warfare to mean the militarization of the human brain by way of social media, AI models, and the ever-emerging neurotechnologies, such as Brain-Computer Interfaces (‘BCI’), to achieve military and political agendas. With these developments, a shadow undoubtedly lingers on the protection of human rights for agency, independence, and non-algorithmic thought processes that remain largely susceptible to threats. It is why this article will attempt to explore the working mechanism of this warfare tool by examining the possibilities of manipulating studies on the human brain to better suit military-centric objectives, including operational examples of such, and the expected apprehension of humanitarians to mitigate the imminent danger it poses to human rights.
Operative Mechanism: How Cognition is Used as a Tool for War
The earliest reference to cognitive warfare dates back to the strategist Sun Tzu (fifth century BC), author of ‘The Art of War’, whose strategic principles such as “know yourself and know your enemy,” the art of deception, intelligence, and the notion “winning without fighting” were representative of psychological domination, which, in today’s world has materialised by way of cognitive warfare, wherein online platforms remain largely a playground for such operations.
With the digital revolution, it has never been easier to feed completely curated, highly tailored content to people by mapping out their digital footprint. This is then absorbed by the audience without a second thought or fact-checking—much of which is attributable to declining attention spans and the accompanying short-form videos in the form of TikToks, Instagram Reels, and YouTube Shorts. Disinformation is thus widespread and quicker to digest, especially because of the non-neutral algorithms that amplify the very process. It is well established that social media platforms push content that elicits excessive emotional reaction as it accelerates engagement. Hence, continuous exposure to false information, which has accrued greater views (looping in the bandwagon effect), allows viewers to firmly believe a thing to be true that has little, if any, credibility. This is exactly what occurred during the COVID-19 pandemic when people failed to fact-check misleading information and ended up using harmful remedies. The proliferation of AI-generated content has only contributed to this surge in misinformation on the web. From the AI-generated videos on the Iran war to the false claims about the ineffectiveness of the mRNA vaccines, recent news has been indicative of how powerful AI serves as a tool in altering realities.
A concern in this regard is the rapid advancement in brain-computer interface (BCI) technologies, which allow neuro-data to be used to engineer cognitive functions and to ‘hack’ the human brain. By virtue of these devices, simple brain signals transform into direct commands. The gravity of the situation is evident via the military investments made by both the United States and China, with the former continuing to incorporate BCI in defense innovation initiatives, research and development, and machine-human teaming. Similarly, China has prioritized BCI and its integration in military applications and civilian research. This boost has also been driven by the private sector, with companies like Neuralink having shown developments with potentially serious implications through its implantation of telepathy BCI devices in its human participants, allowing thoughts alone to maneuver control of certain digital interfaces. Synchron, however, has developed a less intrusive BCI that is implanted through blood vessels and uses platforms like ChatGPT to support communication. Regardless, the human brain may be vulnerable to invasive technologies that can detect and collect mental data to produce actions that have only been cogitated.
Devastating Impact & Legislative Control
Cognitive modification is no longer a prospect in the future but an impending reality, the gravity of which must be accounted for in light of its impact on military personnel and civilians alike. The possibility of introducing biologically or cognitively modified soldiers for military purposes raises questions about the humanity of the process—will these procedures leave behind an individual with no sense of agency or control over themselves? If threatened, how will they treat civilians? And is there any control measure that guarantees the soldier’s conversion back to his original cognitive capabilities and retransition into civilian life? These queries are left unanswered, much to the dismay of humanitarians. It further poses interference with the freedom of thought, conscience, and opinion, as recognised under Article 18 of the Universal Declaration of Human Rights (UDHR) and Article 18 of the International Covenant on Civil and Political Rights (ICCPR). They may also affect the right to seek, receive, and impart information under Article 19 of the ICCPR and UDHR, especially where disinformation campaigns distort the information environment and undermine individuals’ ability to make informed choices. On a broader scale, it is likely that failure to impart accurate information will threaten democratic participation and self-determination by influencing electoral behaviour, public discourse, and collective decision-making through covert or deceptive means. Humans may already be experiencing diminished cognitive capacity due to their excessive reliance on AI that enhances cognitive offloading, which may weaken intellectual capabilities.
The gravity of the situation therefore calls for stronger legislative control; however, traditional laws on war remain silent on the matter, leaving cognitive warfare in a legal grey zone. As early as 2017, experts formulated a clear framework that our legal structures have yet to adopt. Likewise, UNESCO’s recommendations on the ethics of neurotechnology acknowledge the profound risks posed to human autonomy, dignity, and mental integrity, but these largely remain non-binding because they are aimed primarily towards peacetime governance rather than military use. As technological developments continue to outpace legal regulation, the absence of a dedicated international framework risks permitting the weaponisation of the human mind without adequate safeguards. If cognitive warfare is to become the next frontier of conflict, international humanitarian and human rights law must evolve in tandem to ensure that military innovation does not come at the expense of the very humanity these legal regimes were designed to protect.

False information – Fabricated information passed on by way of rumor to obscure the truth and sway the public’s opinion a certain way.
In tandem – To develop alongside each other or in conjunction.
Mitigate – An act by way of which an offence or hurt is lessened.
Neuro-data – Data which is collected immediately from the brain itself by way of monitoring brain activity, brain structure, and nerve signals.
Neurotechnology – A type of technology that helps collect neuro-data.
Sun Tzu – Chinese war strategist.
